Deliberative Research

A Report on Deliberative Research to support the DCMS Review of the BBC's Royal Charter Prepared by Corr Willbourn Research and Development.

This was commissioned from Corr Willbourn, a research agency specialising in this research style. Fieldwork was conducted from 4 to 26 March 2004, and took place in two distinct stages. Participants first met in small seminars groups at the start of the process, and were presented with a range of informative material to guide them in self-deliberation over the next two weeks. Two seminar groups were then reconvened in one larger workshop, and participants engaged in group-deliberation around the key themes. This form of research gave us an insight into how people consider our questions about the BBC, including which issues interest them most, and why. It enabled participants to become more informed and engaged with the subject matter than they naturally would be. This gave rise to a more informed debate than in the first stage of research, which in turn allowed for more in-depth discussion of issues such as funding, governance and accountability.
